Should I charge a YouTuber for sharing my successful short?

I have a popular short with over 75 million views, and a fellow YouTuber with over 70k subscribers wants to share it. I haven't received any substantial payment for this video in over two years, even though it continues to gain views and engagement. Given the circumstances, should I consider charging them for its use?
