What are the best video editing software options for beginners and experienced users?

I'm curious about what video editing software people are using currently. Are there any specific programs that you'd recommend for beginners? Conversely, are there any that you'd suggest avoiding? Additionally, when do you know it's time to move from beginner to advanced software, or is it better to stick with what you're comfortable with?
